As of the last update, only player-generated maps may have inactive players removed from them.
Too many people abused the feature, and it was sadly taken away.

Free Time looks good on me
Can't kick inactive players
I'm on a 50 player map and it says I'm the game admin, but it won't let me kick the inactive players. Anybody know why?
