you can make economic sabotage on the enemy, but besides thatt, u can't recieve it back

But if you're rich it is useful enough. I find the usage of military sabotage useful on blitz players who rely heavily on planes with lvl one air bases. It can easily take out bomber airports and slow reinforcements down

That's military sabotage however. Military sabotage is very usefull to take out airbases,fortifications, damage production buildings and reveal troops. Those are worth every investment.
