Anyone know if you can see into a level 2 or higher fort in this game? Is it like Supremacy, where you can't see into a level 2 or higher fort, or not?

I keep wondering if it's a glitch in an older game or not.
I can't see into a level 4 fort or beyond.
To bad , we were never provided with an official answer.
I still encounter hidden troops in fortresses.
