Cancel delay army trigger

Why is it that, if you cancel a delay command in the vicinity of a neutral army, you immediately start a war with the neutral and engage their unit?

This is with all commands, actually. Basically, there is a certain range for melee units in which they will start combat if near an enemy or even neutral unit. This is a little exploit too. If you get near the core (gray dot) if a province, a trick is to turn on force march, tell the army to attack or move to the same place, or any other command and it will capture it early. Same thing for attacking units. It’s a nice little trick to save some time.
