Capital Exclave Morale Drop

The Soviet Union attempted to blockade West Berlin to decrease their morale. West Berlin had airfields so planes could drop off supplies. A mentally ill person from Austria tried to blockade St. Petersburg. If we blockade the capital, it is almost like no capital except with an additional incentive to get that province.

Do blockades reduce morale?

unfortunately since an update a few months ago the distance from captial is now calculated as the cow flies.

If the distance would depend on the infrastructure the real path has there could be an effect of blockading something

In the good old days, a flying cow was an effective way to help a besieged city develop a nice case of anthrax.
