In my "Capitol" province I put a secret lab down. Now I don't have the option to build my Capitol building there too. Is there a reason for this?
Also, do you still get the moral boost if you capture a nation's capitol province if they never built a capitol building?
All countries start with a capital, so you can't build another capital in your own capital. However, you can relocate it to other cities. And you will only get the morale boost in cities with the capital building.
I'm assuming you mean that you are trying to build a capitol in your capital city. Well all countries start with a capital. You could always relocate it to another city.
