Capitol Victory Points

Hi all.

As you know, all cities have the same Victory Points Value : 10

Why Capitol have the same VP value as other cities? For sure devs have a reason to assign the same value to all cities. Anyone knows the reason?

To me, capturing Capitol is a big achievement, and I see it as it's worth more points, maybe i am missing something.

I know the morale drop is already a big feature.
