As the header says, I'll leave a province once it says the change of an uprising is 0%. But sometimes, there's still a revolt and I lose the territory. What am I missing?

1. You didn't check the province revolt % after the troops leave. Just because it says 0% with them on it does not mean it will not revolt when you are gone
2. Rounding error. The fact you still get the revolt % means there is still a chance the province will revolt. And the game tends to round quite a bit(as seen with AA numbers on pretty much every infantry unit...)... When it says 0%, it may actually be 0.5%, or slightly higher. A very, very small chance, but it can happen.
