The likely explanation is that he got RoW with the AI controlled country, moved his troops in, then declared war.

Cheating
Hey Guys
I suspect someone is cheating in my 100 country game but I'm not sure how. It may be that I don't know something that others do but I was hoping someone could tell me. There is a guy who attacked a AI country. He took two Provinces on the edge of his border which is fine but then he took the Capital which was in the center of the AI country nowhere near his troops. The Newspaper says the Capital was bombed and then taken by Anti- Tank Division not by rebellion. How could he get his Anti-Tank division into the center of the country but not go through other Provinces? This is the second time he has done this today and he only declared war a few hours ago. Am I missing something? Or has he got a Bot?

Ok Thanks. But I didn't think you could get a RoW with a AI and if you can that seems like a flaw in the game to me.

If you suspect someone is cheating please pm a game operator and remember to not call anyone out publicly in the forums
