Yup, this is cheating. Send an in-game report "multi-accouting" and the GO will ban them if he investigates and finds foul play (which is highly likely).
Cheating
I'm not quite sure what constitutes cheating on this game, so I'll explain my scenario and let the forum decide.
Started a 50 player game, and it seems South India either 'controlled' or had friends playing as British Odisha, North India, Sichuan and Tibet. The two of these countries on his borders then smashed their troops into a neighbouring country whilst he took all but one of his friends provinces, allowing them to keep control of their army. He followed their troops into the next country and took those as well, so at this point he had taken 4 countries without one casualty. I realised he was playing with dodgy tactics and am currently at war with him, so now the countries which he conquered (so shouldn't generally be his ally) have sent their armies at me. I don't care too much as I'm actually winning but I feel like this is cheating, as countries should'nt be doing suicide runs etc...
Anyway please give your opinions

@AD95: FYI, to file the report, open the diplomatic relations big board, and then click on the "i" for "information" button on the line for the suspected cheater. That will take you to the player/country information pop-up screen; on the far left side of that, you will see the player's name and rank -- and underneath that, you will see the "Report this player" button. Click on that and follow K. Rokossovski's instructions from there. Be sure to include all of the details in your report which you have included here.
