Since the change to coalition sizes has been made does this now mean that multiple coalitions intended as joint alliances from the start are now forbidden?
I ask because clearly the intent was to limit coalitions to 5 players, yet I've just seen an open admission in a paper on my game that two coalitions have been working together from the start and will continue to do so
This of course means now that there's 2 coalitions of 5 and a joint coalition of 7 players

They aren't forbidden. It does make it difficult for a coalition to win though since they need 80% of the VPs. if the other coalition has any decent amount of VPs, it is hard to see how the lead coalition would get 80% without taking some VPs from the allied coalition.

We see this periodically in PL where the coalition size is limited to 3. You can try to diplomatically create a divide between the coalitions.
