I'm having the same problem. I also don't understand why naval units have to zig zag all over the place instead of just making a straight line to where they need to go.

Combining Naval Units
I am having a hard time combining naval units. Land units automatically combine, but I can't seem to get my navy to do it. Suggestions?

Hold ctrl and left click all the units you want to combine and then, while still holding ctrl down, move them to a common point. Works with all types of units.
