Comintern cruisers already have a buff and a fairly powerful one. Cruisers in general were overpowered and about a year ago had their costs increased to compensate. Where cruisers shine is not in the early game. I'll agree, they don't do a lot of damage bombarding ground units and things like that. Their advantage comes in when you focus on cruisers and exclude battleships completely, that is less research required and will allow you to keep cruisers at a higher level. Higher level cruisers are a match for battleships, are usually too much for naval bombers and do better against subs compared to battleships. Especially with commies since they get delayed access to battleships upgrades. In the hands of a player that knows what they're doing, commie cruisers are a force to be reckoned with.
