Their stats look the same. In battle there is a chance of a +-20% damage being added every attack, giving diversity to battles. This could be what happened.

Comintern de-buff?
I have noticed a debuff in multiple comintern doctrine units, like infantry and anti air. For example, 3 Comintern inf can no longer successfully defend against 3 axis inf. Why were these changes made?
