Nothing is a must unit, but they can be useful in attacking difficult terrain, in fact the game tool tips say they are the best at doing this. So if a province has mountains then sending in the commandos is the smart choice. They are relatively inexpensive and only require barracks 2 and a industrial complex. So they have their use, but are not intended, nor are they a front line troop.
