Commandos and stealth

Scenario - I have a neighboring country that we both are at peace, ie having the dove, not having the green arrow permission to freely move through. The game gives a quest to go get a parachute drop in the neighboring country (I guess with the idea of starting a war).

Question - can I send a commando unit in to get the parachute drop and then get back out without having to attack territory (ie use the move command) and without the other country knowing that I was there? And therefore not starting a conflict?
