They only heal up to 15% per day of the damaged portion. As they get higher, the rate of healing drops more and more.

Condition of Ships
So I can't figure out for the life of me how to make ships heal their HP. Any ideas aside from using gold? Do they have to be in a port? If so, what level port? I have my ships sitting still, not shooting anything for a month now, an they are still at 97% when they should be at 100% again.
