Conflicts at sea during peacetime?

Two naval units of any kind, whose parent countries are at peace, should simply pass each other at sea without incident.

Please note, however, I have seen AI naval units engage in provocative behavior, in which they will approach other naval units in close proximity and even occupy the same pixel, but I have never seen them actually attack unless the two parent countries are already at war.

Thank you so much for the rapid response. We are the two "Super-Powers" on the map but do not communicate freely and I don't want to spark the fire. Hopefully we can retire from this cold-war peacefully!
