The points shown by the game are recalculated on day change. If he has zero provinces that means he has 0 points. There is no other way to have or get points in the game. Only provinces matter for that.

Conquered country still has points
I just defeated Greater Finland. In the diplmacy tab, they are listed as having 0 provinces, but still have 25 points.
I do know they have a navy still in service, do I have to defeat the navy to get the last points?
It seems a little odd since I got all their cash when I took their capital.
or will the points set to 0 when a new day starts?

thanks. it threw me off because he still has a navy- 1 destroyer and 1 sub. both Level 3s and they took out my Level 2 subs and destroyers.
I'll hunt them down for vengance later.
