is there any good reason to build a barracks without building a Industrial complex?

Just to boost your manpower production if you have a lot of wheat. I don't see another reason

You can build militia from just a barracks I believe meaning you can rush people early with hordes of militia.

I wouldn't recommend building barracks to increase man power production though as they eat a fair bit of grain in their production and daily consume grain as well. I rarely have an issue with manpower. mid to late game it is often the one 'resource' I have a surplus of and I tend to build balanced forces.
If you do have an excess of grain and need the MP boost early on, just don't forget to turn off the barracks once you're floating an excess of MP and when you're not using them to build units that require them, to keep your grain supplies full.

You click on the barracks on the province view and "disable the upgrade".
