I think it's 12 hours, not 10.
But in either case, yes, when you convert, they need the time allotted, before you can move them.

Convert Paratroopers
paratroopers when dropped they need 10 hours
without dropping If I convert them at land will they need 10 hours to move ?

to turn into para trooper it takes 8 hours after dropping it takes 10 hours to convert.
