Since you didn't specify levels let's assume both level 1 and SUB attacking DES. 1 SUB get's 2.0 per round. 2 DES get 1.5*2=3 per round. In this hypothetical scenario the DES would win on average, but there is a lot of random chance within a battle. In rare cases the less likely scenario will occur.

Just for future reference, there is a real-world designation for naval units:

BB = battleships

CC = cruisers

CV = aircraft carriers

DD = destroyers

SS = subs
