Coordinated Attack

Has anyone tried a coordinated attack. Between ground units and tactical air craft? Was wondering because I attacked a big stack with infantry/armor plus tac Air. However the tac air got there first and was destroyed out right. Not sure if the once an hour attack/defense rule applies to COW.

I was of the impression it was "Attack once an hour, defend once for every time attacked"
