If i cancel the production of a building because I want to build something else or need the resources, when I go back to repair the building later, am I suffering a penalty. Do I lose anything for the stop start?
Canceling research get back the remaining value, but lose the spent part totally. When going back to research it's full cost, so that one isn't good to change mind. Same with producing armies.
But buildings, I can change my mind with no penalty, right.

It is the same for buildings, you only get part of the resources back that were not spend yet (e.g. 50% if the construction is halfway done)

I don't think I ever lost any resources like that, except when I'm suddenly about to lose a city and cancel production altogether. You have to know what you're doing when you start it, all this hesitation isn't good strategy. Even if you lose zero resources, you've still lost time.
I don't think there is a penalty for buildings. You can go back and repair it and not lose for stopping it.
I run with my resources even usually trading food to even the others. If I take an enemy city and there is a level 4 tank plant being built, and I'm running with level 4 tanks it's tempting to let it finish. They are expensive. But I need those Rare Materials to carry on with plane research. So what if tank takes twice as long to build. More important stuff. But I definitely want to go back and finish building it later. No penalty right?
Or if I've started the level 5 ind. complex and I'm short rare materials for research, I can stop the building, get the research going, and start the building later at no extra cost.
But now I'm doing research. Changing your mind in a few minutes doesn't matter. But say if you are 4 hours into researching level 4 subs and lastest intel suggests upgrade air fast, I lose big in the switch. I think it should be like buildings. Put it in the bank for later.
And if that city I ran over had a tank in production, almost done and I cancel, I don't get much back as I would if it was just beginning. Might keep it. I think that one should just be, get the whole cost of the unit back no matter what stage it is at. I'm always canceling building and army productions to get resources, and it would be nice if those army ones rewarded better.
Or maybe better, with armies, stop the production, get remaining resources back, but that army in that city shows as partially done, and can be finished at a later time.
That's just too convenient, removes any sense of planning, risks and consequences. Big disagree.
If that's the consensus then we might as well completely destroy the buildings when we cancel them. All the plans and materials disinegrate and it has to be started from scratch. Just as all the researchers have heart attacks and all the engineers go insane. Just start everything from scratch. Let's at least be consistant.
