I have never noticed this before. Perhaps it's because the country has a low overall moral? Were the provinces revolving when you saw this? That's the only thing I can think of

Country at War with Itself
Does seeing this in your Espionage Menu have any significance?
Typically, a country's political relation with itself will just say Share Map, which kind of makes sense, but occasionally, I'll see a Country that is supposedly at war with itself. Is this based on whether or not a country is ruled by an A.I.? From what I've seen, that could be the case.

No. It was an A.I. so it never invaded anyone (Spain, Player Dropped out right away pretty much).

Possibly because Coup D Etat is a thing that unstables the country. It is a glitch in my opinion

A.I countries can still revolt! You dont have to be at war to revolt. For example in the "Arms Race Event" players start with a - production to food, oil, and manpower. So if a player goes offline and the A.I runs out of food and or oil the morel will go down and the city's will revolt!
