CoW 1.5 aircraft refuelling

If it’s an aircraft factory, it’s an hour refuell time. If it’s an airstrip, it’s 15 min refueling time.

An aircraft factory isn’t well equipped to refuel planes. Sure they can do it, but their primary purpose is to build and launch new planes. Build airstrips separately for better refueling times.
