Units heal 15 percent of damage at day change. If in your own province. (Core or noncore provs). They can be in combat but will still heal if in your province. Planes in carriers don't heal. Naval vessels heal everywhere. Units in convoys don't heal

Yes, you can heal on any province as long as it's a province you own.
