Created game and ther4e were NO armies

I just created a game called "sergeants and above" and when I entered as Soviet Union there were NO armies and all of the major cities have just 1 Industry. What give this was a Blitz 1939 game

This bug is affecting all 10 player blitzkreig and 4 player Mediterranean maps currently
