I just wanted to know why the Pacific Conquest doesn't appear as an option when choosing a map while creating a game. Im level 21, so I'm already able to join them.

So that not too much server capacity is wasted for private maps the bigger maps can not be created by players.

Maps that are higher then 25 are only system generated so as not to have several of them floating around half full.

To elaborate on what Restrisiko wrote above, players may no longer create new games on the 50- or 100-player maps. This was the result of changes implemented earlier this year, in order to eliminate mostly empty private games that consumed too much server capacity.
If you have a large number of players who want to play a specific large map, you may submit a list of those player names to a senior game operator and they will consider starting a new game for you. This is sometimes done in alliance challenges, etc.
