These with the H have advanced levels in tech tree and already created units.
If you ask for games where you can edit the tech tree so personalize it for a contry, that's not possible.
Same for the amount of units per country.

Creating a scenario
Is it possible to create a game with conditions other than the starting one, eg in terms of units already owned by countries, different tech levels, etc. ?
