How does a level 1 missile which has 15 attack against infantry not destroy 2 Level 3 infantry and do less than half damage?

Damage ratios are not static so they will not do the same every time, the 15 is not a literal damage rate.

Several factors:

1) 15 attack value not directly makes 15 HP damage.

2) Missiles main targets are buildings, see value printed in bold in the army Info.

A high damage proportion therefore goes in existing buildings and "terrain".

3) Infantry level 3 has 1.5 air defense, missiles level 1 are vulnerable to air defense, the missile hits not with 100% SBDE.

4) The X-Factor.

5) What only Chuck Norris knows...

Fortunately no fortification was there, so the damage was quite satisfactory - Good Shot

1. These rockets are not nukes. Their explosion is not so great.

2. There are a lot of troops in that stack. 3 thousand. Suddenly a rocket hits. But it's not a nuke so not everybody gets killed.

3. Are the troops moving? Level 1 rockets are not very fast...and by the time it lands, those troops may have already moved on, limiting the damage the explosion can do.

4. ROCKETS AREN'T BUILT TO KILL INFANTRY. They are mostly built to destroy buildings (which is why launching them at cities is good).
