Damaged Buildings
I have a question. Say I had 3 infantry, and I wanted to take the city of Manchester, which has no troops in it. When I take it, will any buildings be destroyed?
The past is a foreign country.

Damage without a fight, absurd but true, think of like the population is resisting.

I am pretty sure they don't. I have had riots but no damaged buildings as a result.

Hmmm, maybe the population implemented the scorched earth policy...
I think in that case the destroyed buildings makes sense

The population can't make decisions, it is just a number on our screens.
The damage is caused by fighting, even if no troops are there when enemies arrive.

riots don't cause damage to building, only fighting but not a bad implementation...
