When you conquer all provs of an enemy, its ships are still floating around in the sea. They will remain at war with you for the rest of the game so you have to be careful with convoys etc.

Dead Country makes ships?
How is i, that a country that has been completely conquered with no area's left is able to produce a fleet of ships? I have two zones that have had ships come out of no where from dead countries!
