Decommission / deactivate ships

New player here..

Is there a way to decommission ships? I built some ships on the Great Lakes by Michigan in USA part of the map and when I went to move them out to sea they would not go. It does not look like there is even a water way on the map even though there is one in real life. Now I'm stuck with a fleet that can't do anything. Any options besides setting up another account?
