Decreased Manpower p/h rate

When a game starts, you have so many resources and each resource has a production rate p/h per hour. Why does my rate of production decrease with no decrease in manpower? My current game is Arms Race. I started out with 133 p/h manpower production. Hostilities have not started yet and I am down to 35 p/h. My other resource production rates have not decreased at all, even when I use all of them up.

Just because you are paranoid doesn't mean someone isn't out to get you.

It is becuz in arms race u got many units, some units need some manpower every hours

Not sure about all that in the map but I can definitely form a solid guess who you vote for based off those Favorite sites and tabs haha!
