you can put militias and anti tanks which units has stealth to all coast lines to see enemy convoy ships
if you have railroad guns put them close location to coasts
you can send naval bombers as patrol but they will be easy hunts for enemies
it depends your country , country's size , country's location , you have premium or not there is no best way
