Destroyer against land units

Destroyers Have attack values against infantry armor and structures. Without a range how do they pull that off. Is this during embarking or disembarking? What about structure damage?

Destroyers have a small range, so the land unit(s) would have to be near the coast.

destroyers are melee now, they will attack when units are on coast AKA embarking / disembarking

It's a legacy thing; they USED to have a range but they don't anymore. The values for ranged fire are still there, even though they are never used anymore.

Even when they did have range in 1.0 it did not deal any damage to land units.

like infantry or non-ranged tank units can attack ships(even non capital) when on the coast, the destroyers can attack infantry
