Did minors get nerfed?

I joined 2 all in games, and it seems that minor countries got a lot of their units removed! For example, i joined a game as chile, and they only started with 3 units(!), including no land units in their capital! I also joined a game as portugal and they only start with 2 land units in their core area, and just one in their capital!
