no. your provinces were likely at the threshold where you had neither a positive nor a negative neighbor modifier (it depends on morale of neighbors)

Did neighbors morale effect get removed?
I am in an HWW as Australia on day 3 and I was checking my core provinces to see the morale factors and none of them said neighbors. I checked at least a dozen of them and none of them had positive or negative neighbor effects.

It was Day 1, so they were all at 70%. Is that the balance threshold?
