Why are disembarking troops not losing against the troops that are defending in the beach?

Because no one is on the beach, they are usually back at province center. Try putting an Artillary unit in range of the landing point and see what happens, you will get a more satisfying result

FYI, submarine units can attack landing ground forces from the sea side while they are disembarking, and attacks by tactical bombers can be devastating during the 4.5-hour disembarkation process. Ground units have minimal defensive value against air and naval attacks while they are disembarking, and they are extremely vulnerable during this time.

That said, I am under the impression that defending ground units cannot attack the landing force until it is fully disembarked. Why? I don't know, but it does seem rather odd. Perhaps you should put that question to our developer friends.

well, none of those options are useful at day 2

Actually day 1 and 2 are the best time for Amphib operations. Nobody has anything on the water to oppose them.

yeah..., sadly i just realized that while almost losing 2 countries in a challenge
