Do aircraft carriers lose any airplane carrying capacity when damaged?

? And are the refueling times shorter for upgraded carriers and could that be affected if damaged. Thanks

I see that airstip level 3 have 10 minute refueling time as does the aircraft factory level 5. what is it with the carriers?
