Do all planes deal damage to buildings/moral with patrol-ticks now?

Two or three weeks ago me and my friends tried to see how the new buffed strategical bombers work, to test out the range. We then notices that you don't have to directly attack privnces anymore to deal damage to buildings and morale with them. Is this only for strategicals or for all planes? Thanks ^-^

I think all. I remember making some tacs patrol an area and then I slept. When I woke up, the province in that area was a 0% morale. The patroling stack had 4 tacs and 1 attk if I remember correctly.
