the Ai likes to build buildings in non product producing areas and I can not tear them down so do they cost upkeep if I do not fix them or should I go ahead and repair them

On the related subject, if you build something 80% and then switch to something else, is that 80% lost?
Or the building stays in kinda damaged state?

No, they do not consume when damaged. And, no you cannot destroy buildings. In the grand scheme of things - thank goodness.
the way I read it they do take resources for upkeep
and no they can not be destroyed so you might as well repair them so you can get the full benefit from them
My experiences are that they demand upkeep no matter the state. Unless turned off.
I was having a look in the provinces tab to turn off damaged barracks and I noticed that they were already turned off, even though I hadn't done it. Might've changed it in an update.

No. But if a barracks is disabled, it can't take res.
what about naval bases
barracks are cheap to repair and can be turned off after words but you can not turn off naval bases and they use up oil
I thought the way it worked is that damaged buildings are functional, and therefore use resources, up to the level they are undamaged. So, for example, if you have a damaged level 2 barracks, it functions as a level 1 barracks and presumably uses the grain of a level 1 barracks.
It may not be that straightforward though, as I've noticed that damaged airbases are still functional - it just takes longer to refuel there than for an undamaged airbase. But you can't build a tank in a province with damaged level 2 infra - it has to be repaired first.
They use resources up at their level, only function as a building a level below (for the purposes of unit production), and have efficiency percentages between the two.
