Do damged buildings have an effect on anything?

After taking a providence does the damaged buildings effect morale or anything else?

For most things, damaged buidlings have the proportionate effct (in percentage) of their undamaged version. So a 50% damaged L1 infrastructure of 50% (10% production increase when fully funtional) gets a 5% increase instead.

You do need a fully functional building if it is a requirement to build something; so you can't build a light tank when the L1 infrastructure is damaged (you CAN on a damaged L2 infra though).

Air bases become functional at 50% damage, with a refuel time of 30 minutes.

buildings should be intact if you capture a city without a fight. the level of damage should be proportionate to the size of the opposing forces fighting in a city. So a large stack capturing a city held by one anti tank should do very little damage. A large stack fighting a defending large stack for a city should result in the buildings being severely damaged. That would be a good thing

No.

The only buildings that have any effect on morale are forts.

There is always some damage done to the buildings during the capturing, regardless of the presence or absence of enemy troops.
