Do enemy units benefit from infrastructure?
I have level 2 infrastructure in one of my provinces. An enemy stack is heading there. Will it also benefit from the infrastructure?

Yes, I've seen them benefit from infrastructure, but I'm not sure of the conditions. It's been theorized that their units have to be within sight range of the province center (and thus "know" that there is infra in the province) to get the benefit, but I have not seen that confirmed.
If my memory serves me right I think it doesnβt need to see the center, but I am not 100% sure. Iβd need a person to confirm this.jubjub bird wrote:

Yeah if you have infrastructure in lets say Karlsruhe, then if France attacks you there, his troops will benifit from it. In supremacy 1914 this is not possible as you can always disable Railways
