Do forts hide armies like in Supremacy 1914?

Can a lvl 2 fort or higher (or any level fort) hide armies in this game like supremacy 1914 did?

Air recon will reveal Fortification garrisons.

Yes Fortifications hide troops at level 4.

its actually level 3.5 [they begin to hide garrison during construction of level 4]

this was adjusted, for people that knew it as different [it is set to this now]

I believe it's level 4, but air recon will reveal the garrison.

Yes, spies will reveal fort garrison in a level 4+ fortification.

The Gold Spy action is instant and the standard spy action [blue intel spy] has a chance to reveal per day at day change [per spy if you assign several]
