Yes, I believe so. I don't use paratroopers so can't confirm for you but hopefully someone can.

Do I need to have my ground paratroopers at an airfield or an airbase for them to switch back to the air form?
I deployed ground paratroopers, but would like to turn them back into air paratroopers. Is an airfield necessary for this?
