Do spies decrease popularity?
Is there any spy actions that I can do to decrease the popularity of another country and make the bots attack it?

I'm pretty sure that having your spies get caught lowers your popularity.

In the CoW Wiki, "Getting spies caught that were deployed in the AI country" is listed as a negative popularity influence.

spy's do affect moral though
and if you dont build propaganda offices it can lead to low production and revolts to other countries
