They will not heal if at sea or based from an ally’s territory. They need to be on your own territory to heal.

Do tactical bombers heal at sea?
I have a stack of tactical bombers on an aircraft carrier. If I leave them there at the day change, will they recover hp? Or do I have to park them on land to do that?

You can also hoover over your land on patrol, they don't need to land on it
Edit: You actually can't heal planes while they are starting from aircraft carrier, so to answer your question: They need to start from a land airbase, and be over your own teritory on daychange. Not sure if allied airbases work, did check only with my own.
