Do your troops condition rise when marching through or only when there stopped?

Marching also heals.

As noted by K.Rokossovski above, units do not have to be at rest (or not in motion or battle) in order to "heal." Ground units, however, must be present on your own territory (either core or captured provinces), and not the territory of an enemy, neutral, or allied country. Aircraft units must be located at an air base on your own territory (not an aircraft carrier), patrolling from one of your own air bases, or flying between two of your own bases. Naval units will partially recoup their damage wherever they are located.
